cpu governor

We aren't driving these XU-4s particularly hard all of the time, so we prefer to have the CPUs take a nap when they're not in use. But we'd like the horsepower when needed. Here we change the CPU governor from performance to ondemand to achieve that.

Add another include statement to the top-level Ansible playbook (ansible-playbook.yml) file and to pull in the ondemand.yml file, which we will create to include the following content:
